Estas d\u00favidas preocupam hoje, de forma especial, o fluxo rodovi\u00e1rio de mercadorias, visto que se esgota o prazo para negociar as novas rela\u00e7\u00f5es comerciais <strong>entre a Uni\u00e3o Europeia e o Reino Unido<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"500\" height=\"300\" src=\"https:\/\/blog.wtransnet.com\/pt\/wp-content\/uploads\/sites\/8\/2020\/11\/brexit-transporte-rodoviario-mercadorias-body.jpg\" alt=\"\" class=\"wp-image-1899\" srcset=\"https:\/\/blog.wtransnet.com\/pt\/wp-content\/uploads\/sites\/8\/2020\/11\/brexit-transporte-rodoviario-mercadorias-body.jpg 500w, https:\/\/blog.wtransnet.com\/pt\/wp-content\/uploads\/sites\/8\/2020\/11\/brexit-transporte-rodoviario-mercadorias-body-300x180.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/figure>\n\n\n\n<p>Londres e Bruxelas\napostaram num acordo de transi\u00e7\u00e3o no \u00e2mbito do <strong>Acordo de Sa\u00edda <\/strong>at\u00e9 ao \u00faltimo dia de 2020, para congelar os efeitos\nda sa\u00edda do Reino Unido da UE. Assim, os brit\u00e2nicos mantiveram-se no\nmercado europeu e os cidad\u00e3os e empresas n\u00e3o notaram as diferen\u00e7as.<\/p>\n\n\n\n<p>Tudo isto\npoder\u00e1 alterar-se a partir de 1 de janeiro de 2021, porque, mesmo que, durante\ntodos estes meses, se tenham mantido as reuni\u00f5es para negociar o novo\nrelacionamento comercial, continuamos quase no ponto de partida. O problema\nagora \u00e9 que a contagem decrescente est\u00e1 prestes a terminar.<\/p>\n\n\n\n<p>A op\u00e7\u00e3o\nmais temida \u2212 a do \u00ab<strong>Brexit duro<\/strong>\u00bb\n\u2212 parece a mais prov\u00e1vel \u00e0 data de hoje. A confirmar-se este cen\u00e1rio, o Reino\nUnido abandonar\u00e1 o mercado comum, afetando\ngravemente todas as suas rela\u00e7\u00f5es de exporta\u00e7\u00e3o ou importa\u00e7\u00e3o com a Uni\u00e3o\nEuropeia, tanto em termos de custos como de prazos de entrega. Com este\ncen\u00e1rio, as empresas brit\u00e2nicas passariam a pagar, \u00e0 Fran\u00e7a ou B\u00e9lgica, <strong>tarifas <\/strong>muito semelhantes \u00e0s que pagam\natualmente \u00e0 China ou aos EUA.&nbsp;<\/p>\n\n\n\n<p>A <strong>infla\u00e7\u00e3o\n<\/strong>e a subida dos pre\u00e7os dos bens seria inevit\u00e1vel, incluindo dos produtos\nvitais para o transporte rodovi\u00e1rio de mercadorias. Pneus, pe\u00e7as de\nsubstitui\u00e7\u00e3o, os pr\u00f3prios ve\u00edculos&#8230; registariam subidas de pre\u00e7os\ndificilmente suport\u00e1veis por muitas empresas brit\u00e2nicas.<\/p>\n\n\n\n<p>Outra consequ\u00eancia de uma sa\u00edda sem acordo\nseria a dr\u00e1stica redu\u00e7\u00e3o do n\u00famero de cami\u00f5es com acesso \u00e0 UE. Como indicou\nDavid Wells, da Logistics UK, a quota de autoriza\u00e7\u00f5es dispon\u00edveis para os\noperadores brit\u00e2nicos poderem aceder ao mercado comunit\u00e1rio \u00abser\u00e1 muito\nreduzida\u00bb.<\/p>\n\n\n\n<p>Outra preocupa\u00e7\u00e3o para ambos os lados do\nCanal da Mancha \u00e9 a rapidez na hora de atravessar as fronteiras. O com\u00e9rcio\nentre as partes n\u00e3o vai desaparecer, como \u00e9 \u00f3bvio, mas as cadeias de\nabastecimento podem ser gravemente afetadas se os cami\u00f5es tiverem de suportar\nlongas filas para atravessar as alf\u00e2ndegas.<\/p>\n\n\n\n<p>O <a href=\"https:\/\/www.iru.org\/\"><strong>IRU<\/strong><\/a><strong>\n<\/strong>j\u00e1 alertou para esta\npossibilidade, instando os negociadores da UE e do Reino Unido a alcan\u00e7arem, no\nmenor prazo poss\u00edvel, um acordo amig\u00e1vel de livre com\u00e9rcio, que impe\u00e7a o\nbloqueio normativo e permita a circula\u00e7\u00e3o de ve\u00edculos pesados de transporte\nrodovi\u00e1rio de mercadorias.<\/p>\n\n\n\n<p>Uma linha seguida por\ndiversas associa\u00e7\u00f5es de empresas de transporte, como a espanhola <a href=\"http:\/\/www.astic.net\/page\/homepage\"><strong>ASTIC<\/strong><\/a>, que advertiu que, \u00abse for\ninstalado um controlo de 15 minutos em qualquer fronteira, a fila em qualquer\nponto chegar\u00e1 aos 1000 quil\u00f3metros<em>\u201d<\/em>.\nUm panorama de caos que, apesar de tudo, ainda pode ser evitado.<\/p>\n\n\n\n<p>Em novembro, retomam-se as\nnegocia\u00e7\u00f5es e, apesar das diverg\u00eancias em alguns aspetos (sobretudo em termos\nda igualdade nas condi\u00e7\u00f5es de concorr\u00eancia e nas pescas), a sensa\u00e7\u00e3o \u00e9 de que\npoder\u00e1 ser alcan\u00e7ado algum tipo de acordo. O que quer que se fa\u00e7a, ter\u00e1 de ser\ncom urg\u00eancia, visto que o <strong>Parlamento\nEuropeu<\/strong> est\u00e1 obrigado a ratificar qualquer tipo de acordo que seja\nalcan\u00e7ado.<\/p>\n\n\n\n<p>Ainda assim, a recomenda\u00e7\u00e3o\ngeral \u00e9 de que as empresas devem estar preparadas para qualquer desfecho. E,\nmesmo que seja obtido um grande acordo comercial entre o Reino Unido e a UE,\nn\u00e3o podemos esquecer que vai haver mudan\u00e7as profundas, que \u00e9 necess\u00e1rio\nacautelar. Afinal, o que \u00e9 garantido \u00e9 o surgimento de novas fronteiras com um\ndos mais importantes importadores e exportadores da Europa.<\/p>\n\n\n\n<p>Segundo a seguradora <strong>Euler Hermes<\/strong>, o <strong>impacto total de um Brexit duro<\/strong> na Eurozona poderia ascender a 33\n000 milh\u00f5es de euros. Um efeito que seria igualmente devastador para os\nbrit\u00e2nicos, cuja economia sofreria uma contra\u00e7\u00e3o de 4,8% no pr\u00f3ximo ano, vendo\nas exporta\u00e7\u00f5es cair cerca de 15% e a infla\u00e7\u00e3o a ultrapassar 5% nos primeiros\nseis meses de 2021.
